Sponge inside fuel flap

I've recently purchased a 2007 2.0 EX petrol, which has a dirty lump of sponge stuck inside the fuel flap (photo attached). 

 

Is this standard, or has a previous owner added this for some reason? It's not something I've had on any other car I've owned.

Hi Dan this is not something I have heard of before , maybe its the previous owners idea  to soak up condensation inside the Fuel Flap. My 2008 hasn't got anything like this.

no sponge in my CRV but I have used bits of sponge in other cars in the past to stop a flap tapping and sometimes to wipe up round filler pipe... bit sad really must get out more.... Warden !!!!

Had a word with my Son who is a Car Mechanic He agrees there is no reason for the lump of Sponge in the Petrol Flap
