Brand new Civic just one day old. I knew about the new European rules on this alarm but believed that I could turn it off. However I can’t work out how to do so

I would go back to the dealership as they can show you and also any other features you may be curious about....most handovers are brief nowadays and there is so much to know about operating modern Honda's

Saying that, I'm not 100% sure but if when you drive in France the feature should become inactive.....it does on TomTom Sat Navs
